Discussion Forum COP Outcomes
The COP25 happened in 2019 at Santiago where a network was developed to provide technical assistance to vulnerable developing Countries to address loss and damages. COP26 which was attend in 2021 at Glasgow formalized the Dialogue to discuss funding arrangements through it fell short of establishing a dedicated funding at the time. COP27 which was in 2022 at Sharmel - Sheikh which was reached a historic agreement to established a dedicated loss and damages fund to assist climate vulnerable nations. COP28 at Dubai in 2023 successfully operationalized the fund and secured initial funding pledges totaling approximately over $700 million. The COP29 at Baku in 2024 finalized arrangements for the funds to begin distributing money in 2025 and integrated loss and damages into the new global climate finance goal.
The funding pledges were made by several developed Countries as follows for specific Funds Loss and Damage fund, Green climate fund, Adaptation fund,
The milestone achieved were in operationalization, Host city and 2025 transition.
My assessment Satisfaction is Neutral because it shows a shift from purely conceptual discussions to the establishment and initial funding of a dedicated mechanism yet the speed of operationalization and the volume of pledges funds remain insufficient compared to the actual scale of damages experienced by vulnerable communities.
