One suggestion to make it even more Achievable given the local government’s limited resources it would have been better if you specify which 'low-cost' materials you intend to use. For example, mentioning 'bamboo reinforcement' or 'locally sourced clay' would show exactly how the project stays within budget while protecting both homes and crops.
