Case Study: The Swinomish Indian Tribal Community’s Climate Adaptation Action Plan


The Swinomish Indian Tribal Community, a Coast Salish tribe located on a vulnerable, low-lying reservation in Skagit County, Washington, self-identifies profoundly as the "Salmon People" (Davis, 2013). Facing severe threats from sea-level rise, shoreline erosion, and warming river temperatures that deplete native salmon populations, the Swinomish became pioneers by launching their own Climate Adaptation Action Plan (Davis, 2013; Donatuto et al., 2014).

1. Represents Community Values

Traditional Western adaptation strategies heavily emphasize economic impacts and structural infrastructure, such as building seawalls (Dodman & Mitlin, 2011). The Swinomish plan stands out because it treats cultural and community health as inseparable from environmental health (Donatuto et al., 2014). The plan was custom-built around the tribe's deeply held relationship with natural resources, prioritizing the protection of traditional first foods (salmon, shellfish) and sacred cultural sites over pure real-estate metrics.

2. Adequately Assesses Vulnerability

The plan did not rely solely on top-down, generalized climate models. Instead, it carefully combined biophysical science with local, place-based knowledge (Davis, 2013). By evaluating localized projections, they determined that approximately 15% of their reservation land was at risk of inundation from rising sea levels (Donatuto et al., 2014). Crucially, their vulnerability assessment went deeper by creating Indigenous Health Indicators to measure how climate stressors threaten community self-determination, emotional well-being, and cultural continuity (Norton-Smith et al., 2016).

3. Addresses Challenges

The plan addresses a dual challenge: the rapid physical acceleration of climate change and a historical lack of targeted tribal resources (Schramm et al., 2020). By setting up a dedicated Office of Planning and Community Development, the tribe systematically tackles real-world risks (Davis, 2013). For example, they have implemented shoreline restoration projects to protect clam beds, modified local zoning laws to prevent development in flood-prone areas, and created upland ecosystem protections to shelter young fish from rising water temperatures (Davis, 2013).

4. Demonstrates Conflict Resolution

Adaptation often sparks friction between various local stakeholders and overlapping government jurisdictions (Selje et al., 2024). The Swinomish handled potential friction by exercising their tribal sovereignty to establish clear, formalized partnerships with outside entities (Davis, 2013; Donatuto et al., 2014). When collaborating with neighboring non-tribal authorities and federal entities like the U.S. Geological Survey, they utilized strict Memorandums of Understanding (MOUs) (Donatuto et al., 2014). These MOUs ensured that the tribe retained full data ownership and decision-making authority over their lands, resolving potential jurisdictional overreach disputes before they could stall adaptation efforts.

5. Meets Community Expectations and Needs

Because the plan was developed internally by the tribal senate and community planners, it directly reflects the expectations of the community it serves (Davis, 2013). It deliberately avoids generic, "one-size-fits-all" approaches (Selje et al., 2024). Instead, by successfully integrating traditional environmental knowledge into everyday governance, it satisfies the community's demand for physical safety without sacrificing their cultural identity (Warner, n.d.).

6. Contributes to Adaptive Capacity

The Swinomish plan has drastically improved the community's adaptive capacity (their long-term ability to adjust to and handle future climate disruptions) by building institutional skills from within. Rather than remaining passive recipients of outside aid, tribal members have become leaders in climate science, resource management, and environmental policy (Schramm et al., 2020). Today, the Swinomish model is widely used as a blueprint by dozens of other indigenous and coastal communities worldwide to design their own locally led, resilient responses (Schramm et al., 2020).
