Acting collectively with other resource-rich developing countries strengthens bargaining power and helps ensure climate finance is negotiated on equity grounds, so benefits reach vulnerable communities rather than elites. This approach improves efficiency by pooling technical expertise, reducing duplication, and improving transparency in fund access. It also supports sustainability by promoting shared conservation goals and long-term financing rather than short-term deals. However, bloc strategies should complement loss and damage advocacy and natural capital financing, as reliance on signaling or resource threats alone risks ethical concerns and environmental harm. The DRC case shows that collective action increases leverage while reducing political and ecological trade-offs.
