Successful CBA Practices in Coastal Bangladesh and their Integration into the LLA Framework

A successful example of Community-Based Adaptation (CBA) in Bangladesh I have observed is the use of rainwater harvesting system in the coastal regions, where communities face salinity intrusion and freshwater scarcity.

The initiative addresses the following challenges:

  • Salinity intrusion into groundwater and surface water

  • Scarcity of safe drinking water during the dry season

  • Health issues caused by consuming saline or contaminated water


For effective planning and decision-making, local people identified safe drinking water as one of their highest priorities. They actively participated in installing, maintaining, and managing rainwater storage tanks in their homes. Most importantly, local knowledge about rainfall patterns and water storage was included in planning and decision-making, and the NGOs and government agencies provided technical and financial support to help local people manage the systems.


As a result, local people in coastal regions now have improved access to safe drinking water, while their dependence on groundwater has reduced. This in turn has improved their health and resilience. It has particularly been beneficial for women, who do not have to spend too much time travelling long distances to collect water for drinking and other purposes. Furthermore, it has increased local people’s ownership of adaptation measures.


In the coastal regions of Bangladesh, the traditional or indigenous practices that help communities adapt are:

  • Rainwater harvesting – Although storage tanks and improved designs have been implemented by NGOs and government agencies, rainwater collection and storage have been practiced by the local people for years.

  • Floating agriculture in flood-prone regions – In flood-prone coastal regions, farmers grow vegetables on floating beds made of water hyacinths and organic matter.

  • Traditional bamboo housing – This is a very old practice in the coastal regions since bamboo is locally available and a cheap building material.

  • Traditional cyclone preparedness – Apart from mainly relying on modern early warning systems, farmers and fishermen observe changes in wind, wave and cloud patterns, as well as animal behaviour, which they used to primarily depend on before the modern systems were introduced.

Although these practices continue to help communities adapt to floods, cyclones, salinity intrusion, and water scarcity, increasing climate risks show that traditional practices alone are not enough. This is why, many communities now combine traditional knowledge with modern technologies and institutional support.

These practices have been passed down through generations, reflecting local understanding of seasonal weather and environmental conditions. They strengthen community cooperation and responsibility to manage natural resources for effective climate adaptation.


Under the LLA framework, these practices can be integrated in the following ways:

  • Giving communities greater authority to design adaptation measures.

  • Combining local knowledge with scientific expertise.

  • Providing long-term funding rather than short-term projects.

  • Building local technical capacity.

  • Including women, youth, and other marginalized groups in decision-making.

  • Ensuring continuous learning and adaptation based on community training and feedback.


However, some barriers exist to sustaining or reviving these practices, such as:

  • Increasing climate risks

  • Limited financial resources

  • Limited technical support

  • Policy neglect

  • Migration to urban areas for education or work, leading to loss of important local knowledge

  • Dependence on externally funded projects


Apart from community rainwater harvesting programmes supported by NGOs, other initiatives that have successfully integrated traditional practices are:

  • Floating agriculture in flood-prone regions – Along with traditional knowledge on this, government agencies and NGOs provide training, have introduced improved cultivation techniques from traditional knowledge, as well as provide climate-resilient crops.

  • Bandalling for flooding and riverbank erosion – By integrating indigenous practices of constructing bamboo barriers to slow down flood water flow and allow sediment deposition, the Bangladesh River Research Institute has tested more effective approaches for bandalling through pilot projects.

  • Cyclone Preparedness Programme (CPP) – This combines local volunteers with scientific early-warning systems.


This module showed me that successful climate adaptation is not only about infrastructure and technology, but also about giving importance to the knowledge and experience of local communities. While traditional practices continue to play an important role, combining them with scientific expertise, financial support, and inclusive decision-making through LLA can lead to more effective and sustainable climate adaptation and resilience.
