Assessment of COP Outcomes on Loss and Damage
Key Outcomes: Over the last five COPs, progress on loss and damage included recognition of vulnerable countries’ needs, establishment of the Santiago Network for technical support, and pledges for funding. However, concrete financial disbursement and mechanisms for non-economic losses remain limited, and debates over responsibility and equity continue.
Satisfaction Level: 2 – Dissatisfied
Justification: While recognition of loss and damage is an important step, funding commitments are slow and implementation unclear. Communities like those in Uttar Bedkashi Union, facing recurrent cyclones, salinity intrusion, and flood-related losses, still lack timely financial support and technical assistance. Non-economic losses, such as cultural and livelihood disruption, are largely unaddressed. The equity gap between vulnerable and developed nations remains a major barrier to effective action.
This assessment reflects the gap between high-level COP commitments and tangible support for highly climate-vulnerable communities.
