Climate Change Impact in My Community: The Unpredictable Rise and Fall of Our Lakes
Hello everyone,
I’m writing from Kampala, Uganda, a city whose heart beats along the northern shores of Lake Victoria—the world’s second-largest freshwater lake. While we don’t face sea-level rise, we are living through something just as disruptive: extreme and unpredictable fluctuations in lake water levels.
This isn’t just about Lake Victoria. Across Uganda, from **Lake Albert in the West** to **Lake Kyoga in the Central-East** and **Lake George in the Southwest**, our lakes are swelling and shrinking in dramatic, damaging cycles. This is our most visible daily reminder of a changing climate.
What’s Happening?
Scientists link this to climate change through two main forces:
1. Intense Rainfall Events:When heavy, concentrated rains hit the lake basins and surrounding highlands, they cause rapid inflows, leading to sudden flooding.
2. Increased Evaporation: Higher temperatures cause more water to evaporate from the lake surface. When this combines with prolonged droughts, water levels can fall sharply.
The result? We no longer have predictable “high” and “low” seasons. We have climate-induced floods and droughts playing tug-of-war with our lakeshores.
Specific Challenges for Our Community
1. For Lakeshore Dwellers & Fishers:My cousin is a fisherman on Lake Wamala (Central Uganda). In 2020-2021, when Lake Victoria rose to its highest level in decades, his landing site was submerged. His house, along with hundreds in Entebbe and Kasenyi, was flooded. Then, a few years prior, the opposite happened: receding waters on Lake Albert (West Nile) left fishing boats stranded far from the new shoreline. This boom-bust cycle destroys property, disrupts fishing livelihoods, and creates food insecurity.
2. For Infrastructure & Health:In my neighborhood near Ggaba Landing Site (Kampala), the rising lake flooded pit latrines and washed waste into the water. This contaminated our primary water source, leading to cholera outbreaks. Roads along the shore in Entebbe were damaged, disrupting transport and trade. Power generation at Nalubaale and Bujagali Dams on the Nile (fed by Lake Victoria) becomes unstable, leading to more frequent load-shedding that affects businesses and homes.
3. For Way of Life & Culture: Our lakes are social and cultural hubs. When beaches in Lido (Entebbe) or Aero Beach (L. Victoria) disappear under water, spaces for community gathering and recreation are lost. Sacred sites near Lake Bunyonyi (Southwest) risk submersion. The rhythm of life—fishing, trading at markets, fetching water—becomes a daily struggle against uncertainty.
How Is My Community Responding and Adapting?
We’re not just watching; we’re trying to cope and adapt, often with limited resources:
Local & Individual Initiatives:Fishermen on Lake Kyoga are forming cooperatives to share weather information via mobile phones and are diversifying into small-scale farming during low-fishing periods. Families in flood-prone areas of Kigungu (Entebbe) are raising the foundations of their homes or using sandbags as temporary barriers. Some are switching from perishable crops to more resilient ones like cassava.
Community Efforts:Local NGOs like ECO Trust and community groups are promoting the restoration of wetlands and riparian vegetation around lakeshores to act as natural sponges. In Kasese (near Lake George), communities have built early warning systems using local knowledge and simple rain gauges to alert each other of potential flooding from the Rwenzori mountains that feed the lakes.
Government Actions: The National Environment Management Authority (NEMA) is (slowly) enforcing the 200-meter buffer zone policy around lakeshores, although this is often met with resistance due to population pressure. The Ministry of Water and Environmentis developing integrated water resources management plans. The government also issues seasonal weather forecasts through the Uganda National Meteorological Authority, but getting this information to the last-mile farmer or fisher remains a challenge.
Looking Ahead: The conversation is growing. There’s more discussion about climate-smart infrastructure, like building floating schools (as seen in some flood-prone areas) and investing in solar-powered water treatment to reduce reliance on the stressed lake system.
In Conclusion
For us in Uganda, the rising and falling of our lakes is the pulse of climate change. It’s a complex challenge that touches every part of life—our jobs, our health, our homes, and our heritage. Adaptation is happening, but it’s often reactive and underfunded. It highlights a harsh truth: communities that contributed the least to global warming are bearing some of the heaviest burdens.
