My take

1. Which climate policy has been most effective in driving action?A notable national example in Ghana is the Ghana National Climate Change Policy, supported by the Nationally Determined Contributions under the Paris Agreement. These frameworks guide mitigation and adaptation actions such as renewable energy expansion, climate smart agriculture, and coastal protection. Their effectiveness comes from aligning climate action with national development priorities and attracting international funding from institutions such as the World Bank and the Green Climate Fund.

2. Example of a policy that struggled to deliver resultsOne challenge has been the implementation of policies related to urban flood management and land use planning, especially in cities such as Accra. Although policies exist to regulate building in flood prone areas, enforcement has been weak due to rapid urbanization, informal settlements, and limited institutional capacity. These barriers reduce the effectiveness of climate risk management strategies.

3. Are current international frameworks sufficient to meet global climate goals?The Paris Agreement is an important global framework because it encourages countries to commit to emission reductions and climate adaptation. However, many experts believe it is not yet sufficient to meet the goal of limiting global warming to 1.5°C because national commitments are voluntary and often not ambitious enough. According to assessments by the Intergovernmental Panel on Climate Change, current global commitments still place the world on a higher warming trajectory.

4. How political, economic, and social factors influence climate policy outcomesPolitical commitment, economic resources, and public awareness strongly affect climate policy success. Limited financial resources and competing development priorities can slow implementation in many developing countries. Social factors such as poverty and dependence on climate sensitive livelihoods can also make adaptation policies more complex to implement.

5. Lessons from Bangladesh’s climate policy experienceBangladesh is often recognized for its proactive climate policies, such as the Bangladesh Climate Change Strategy and Action Plan. The country has successfully integrated climate adaptation into national planning and invested heavily in community based disaster preparedness systems. This demonstrates the importance of strong institutional coordination, long term planning, and community involvement.

6. Policy approaches to bridge the policy–action gapTo improve climate action, countries could strengthen policy enforcement, increase climate financing, and expand locally led adaptation initiatives. Integrating local knowledge, improving governance structures, and ensuring stronger collaboration between governments, communities, and international partners can help translate climate policies into real and lasting impact.
